Arlington Heights, IL Mobility & Curb Rules: Shared E-Scooter Rules (2026)

The Arlington Heights Municipal Code does not authorize a shared or dockless scooter rental operation; there is no permit chapter for a vendor program in this Code. What the Code does regulate, in Section 18-313(c), Location Restrictions, is where any 'motorized mobility vehicle or device,' a category that by definition in Section 18-313(a)(1) includes electric scooters, cycles, and similar wheeled devices ridden sitting or standing, can lawfully operate. Section 18-313(c)(1) creates specific no-ride zones: no person may operate a scooter or other motorized mobility device, or a toy mobility device, on any public sidewalk within the B-5 Zoning District (the Village's downtown business district around the Metra station), within any right-of-way that is closed to vehicles and bicycles during a special event sponsored or approved by the Village, in any Village-owned parking lot, or in any Village-owned parking garage.

Those restrictions apply regardless of the device's speed classification and stack on top of the classification-based rules in Section 18-313(c)(2) through (4), which separately bar Standard and Out-of-Class devices from sidewalks village-wide. A rider must also carry a helmet requirement under Section 18-313(d)(4) on any public street, sidewalk, parking lot, or bike path, and every device needs a front lamp, rear reflector, and working brake. Because the no-ride zones sit inside the same Section as the classification rules, a scooter rider in downtown Arlington Heights who leaves the roadway for a B-5 sidewalk, a Village garage, or a street closed for a festival is in violation even if the scooter is a Low-Speed device that would otherwise be allowed on ordinary sidewalks elsewhere in the Village.
