085 of the Beloit Code of Ordinances, created by Ordinance #3703, the City Clerk issues no more than two shared-scooter operator licenses citywide, processed first come, first served, and each license runs from issuance through December 31 of that year. Applicants must carry commercial general liability coverage of at least $1,000,000 per occurrence and $2,000,000 aggregate, plus $1,000,000 in auto liability, and must name the City as an additional insured and submit a user agreement and privacy policy with the application. A licensee may deploy no more than 150 scooters, with up to 50 more if the City Engineer approves based on ridership data.

Riders may not operate a scooter on any sidewalk or on a roadway posted above 25 miles per hour, and every scooter's motor must be governed to 15 miles per hour. Parked scooters must leave at least 60 inches of clear sidewalk width, cannot block a crosswalk, driveway or private road, and cannot sit on a bicycle way, bicycle lane or multi-use path except in an approved geofenced zone. 04, every scooter must come off the right-of-way, and the licensee covers the cost of any snowplow damage to scooters left out. The City may relocate or impound an illegally parked scooter, holding it a minimum of 30 days before disposal.
