Montgomery, AL Mobility & Curb Rules: Shared E-Scooter Rules (2026)

City Code Sec. 27-693(a) makes it unlawful for a shared motorized mobility device provider, meaning a scooter or similar rental company, to operate a shared device system in Montgomery without first obtaining a license and permit. The provider applies to the risk management department, the application is circulated to affected city departments and utilities, and the city council must approve the license agreement before the finance department director issues the permit; Sec. 27-693(d) makes the license and permit run for one year, renewable annually. Sec.

27-693(e) also gives the city final say over where scooter parking infrastructure goes, since the license does not force the city to allow parking stations anywhere it deems unsuitable. Once operating, providers face detailed parking restrictions under Sec. 27-695(f): devices cannot be left on vegetation, on a manhole cover or grate, in any loading zone, driveway, vehicle travel lane, bike lane, or shared-use path, where they would obstruct vehicle parking or block a traffic-control sign, within a median or traffic circle, on a bridge or bridge approach, within five feet of a fire hydrant, crosswalk, driveway, alley, curb cut, curb ramp, or disabled parking space, or wherever they would block pedestrian or wheelchair access to a building, bench, parklet, or curb ramp.

Sec. 27-696(f) also requires every device to carry working wheel brakes, a front white light, a rear red light and reflector, and an IP68-rated battery. A provider that fails to comply with its permit, or violates city or state law without a good-faith fix, can have its entire fleet ordered off Montgomery streets under Sec. 27-700.
