Oceanside, CA Mobility & Curb Rules: Shared E-Scooter Rules (2026)

City Code Sec. 14, rewritten by Ord. No. 24-OR0080-1 on March 27, 2024, folds shared mobility devices, defined in Sec. 1(b) alongside electric bicycles and motorized scooters by reference to the California Vehicle Code and Civil Code, into a single set of operating restrictions. No person may operate a bicycle or mobility device on the Municipal Pier or its ramps, the Oceanside Pier Amphitheater, or the Junior Seau Beach Community Center, and devices are barred from all stairways, walkways and sidewalks within the plaza south to Betty's Lot (Lot 30) bounded by The Strand.

A defined 'Pier Plaza' area bounded by First Street, the parking lot at The Strand and the pier, Pacific Street, and the Pacific Ocean is likewise closed to riding, including its sidewalks, roadway and parking lot, unless the special events committee waives the rule for a permitted special event under Chapter 30A. Riding is also prohibited in any public drainage facility, culvert, ditch, channel, or public athletic court or gymnasium citywide. On sidewalks fronting a business without posted authorization, riding is banned outright; where riding is allowed, the speed limit is 10 mph, riders must go the same direction as street traffic, yield right-of-way to pedestrians, and dismount within 50 feet of pedestrians on any sidewalk narrower than five feet.

Operators of a shared or personal mobility device must also follow all traffic laws, wear a helmet if 17 or under, and may not carry passengers on non-designated parts of the device.
