Chapter 8.07, Rideshare and Taxicab Services, treats taxicabs and transportation network companies differently when it comes to where a ride can begin. Section 6.10.040 establishes taxicab stands and bus stands on City streets, reserved curb space where a taxicab may wait for a fare, but Section 8.07.050(3) specifically states that TNCs may not accept street hails, may not use taxi stands, and may only accept rides arranged through a TNC's digital network. That means a Corvallis TNC driver cannot legally wait in a marked taxi stand or pick up a passenger who simply flags the car down; the pickup has to be matched and confirmed through the app first.

Section 8.07.050(2) requires every TNC vehicle to display a customary trade-dress identifier, such as a sticker or placard, and the TNC's app or website must show the passenger the vehicle's make, model, and license plate before pickup so the rider can confirm the car at the curb. Section 8.07.030 separately requires every TNC driver to be at least 21, hold a valid license, registration, and insurance, and pass an annual criminal background check covering at least seven years of records; a felony conviction or sex-offender registry listing within the past seven years disqualifies a driver.

Section 8.07.040(8) defines three insurance periods, from the driver being logged into the app and waiting for a match through the passenger actually being in the vehicle, each carrying its own minimum liability coverage that must be in force before any pickup can lawfully occur.
