Gretna, LA Mobility & Curb Rules: TNC Pickup Zones (2026)

Chapter 56's Transportation Network Company article, adopted by Ordinance No. 4742 on September 14, 2016, sets specific locational limits on where a TNC driver may load and unload riders. Division 6, Operating Requirements, bars street hailing outright: under § 56-275 a TNC driver may only carry a passenger matched through the company's digital network, cannot accept on-demand rides from someone flagging them down on the street, and must show electronic proof of the prearranged match to the Gretna Police Department or any law enforcement officer on demand.

Section 56-276 goes further and closes off the city's designated taxicab stands to TNC vehicles entirely, so a TNC driver cannot pick up or drop off in a marked cab stand even if it sits empty, reserving that curb space for licensed taxicabs. TNC pickups instead default to ordinary curbside stops elsewhere in the city, subject to the general passenger-loading-zone parking rules in § 52-207. Section 56-277 balances the stand restriction with a citywide service duty: subsection (b) requires TNCs to reasonably ensure adequate, non-discriminatory pickup and drop-off service to and from all areas within Gretna's geographic boundaries, and subsection (a) bars a driver from refusing an accepted ride to a destination within ten miles outside Jefferson or Orleans Parish, including trips to a New Orleans municipal airport.

Violations carry real penalties. 00 for a first offense, rising to the maximum fine allowed in the mayor's court for later offenses, plus possible suspension or revocation of its city TNC permit. Under § 56-283, an individual driver faces the same fine tiers plus immobilization or impoundment of the TNC vehicle. Section 56-284 extends liability to the company itself whenever it knew or should have known a driver was violating the stand or hailing rules, again exposing the company's permit to suspension or revocation.
