Sanford, FL Mobility & Curb Rules: TNC Pickup Zones (2026)

Sanford regulates for-hire pickup activity in Chapter 58, Article II, rewritten by Ordinance No. 4584 on January 25, 2021. Sec. 58-45 gives the city manager, working with the city attorney, authority to designate bus stops and taxicab stands and to post signs restricting those spaces to buses and taxicabs; a driver of another passenger vehicle may only stop there briefly, for up to three minutes, to load or unload passengers without interfering with a waiting bus or taxi. Sec. 58-46 then addresses solicitation directly: it is prohibited and unlawful for the driver of a bus, ride share vehicle or taxicab to stand or park anywhere in a business district for the purpose of soliciting passengers or business, other than at that vehicle type's own designated stop or stand, meaning a ride share driver cannot circle a downtown business block waiting to pick up a fare outside a marked ride share stand.

'Business district' is defined in Sec. 58-52 as the territory contiguous to and including a highway within an area zoned for office, commercial or industrial use, so the solicitation ban tracks Sanford's commercial zoning rather than the whole city. Because Article II does not set a distinct fine for this offense, a violation is enforced under the general parking-violation framework of Sec. 58-41 and the Sec. 58-50 fine schedule, and city enforcement officers, including police officers, may cite or remove a vehicle standing in violation.
