Chapter 10, Article 8, adopted by Ordinance 82-96, sets up the city's alarm framework: Section 10-802 states its purpose is to regulate burglary, robbery, fire, and medical alarm systems, reduce false alarms, and require registration certificates through the Alarm Officer (the Chief of Police for burglary/robbery, the Fire Chief for fire/medical). Section 10-803 defines an "alarm system" as a mechanical or electrical device designed for detection of those hazards "within a building, structure or facility," and Section 10-807(a) separately bans installing or maintaining an exterior or interior intrusion-detection alarm on a building that sounds like an emergency-vehicle siren.
