Chapter 46, Article II bans any loud, unreasonable or unusual noise that disturbs the comfort, repose, health, peace or safety of others anywhere within city limits, then lists specific acts that count automatically. Sec. 46-31(b)(10) singles out loading and unloading: it is unlawful to create a loud and excessive noise in connection with loading or unloading any vehicle, including the opening and destruction of bales, boxes, crates and containers, which covers early-morning or late-night delivery-truck operations at businesses, apartment complexes and loading docks. The ordinance's list is nonexclusive, so a delivery operation loud enough to disturb neighbors can still be cited under the general prohibition in Sec.
