The rule targets exactly the kind of banging, dropping, and equipment noise generated by delivery trucks and freight unloading outside a business's normal daytime hours.

Garbage, recyclables, and yard waste collection get a separate carve-out under § 38-66(22), exempt only between 7:00 a.m. and 7:00 p.m., so a hauler working outside that window is not shielded by the exemption. A violation is enforceable without a sound meter: § 38-76 lets a law enforcement or code enforcement officer confirm a noise disturbance simply by witnessing it directly, weighing factors such as volume, time of night, and proximity to sleeping residents under § 38-67(2).
