The prohibition is not a decibel table but a defined standard: a 'noise disturbance,' defined at § 300-1 as any sound that injures or endangers a person's safety or health, annoys or disturbs a reasonable person of normal sensibilities, or endangers or injures real or personal property. The rule reaches sound crossing a real property line, defined at § 300-1 to include the boundary between neighboring lots and the interior partition between units in a multi-dwelling building, so it covers both a rooftop condenser bothering a next-door house and a shared-wall HVAC unit disturbing an adjoining condo or apartment.
