130) sits directly under McChord Field flight paths, and subsection (E)(3), Noise Attenuation, applies to any building or structure built or placed in use for human occupancy within the Clear Zone (CZ), Air Corridor 1 (AC1), or Air Corridor 2 (AC2) districts that fall inside the 65 Ldn Noise Contour mapped in the 2015 JBLM Air Installation Compatible Use Zone (AICUZ) Study Update. 130(E)(3)(a), portions of new structures where the public is received or where offices are located must be built with sound insulation or other means achieving a day/night interior noise level (Ldn) of no more than 45 dB.

A remodeling project counts too once its total improvement cost reaches 25 percent or more of the existing building's valuation. Applicants may hire a qualified architect or engineer to prepare an acoustical analysis and design report for the building permit application under (E)(3)(c), documenting the noise sources, predicted exterior noise spectra, and how the proposed construction meets the 45 dB interior standard; the Building Official otherwise treats a building as compliant if it follows the sound-isolation features described in LMC Title 15. Small additions under 500 square feet not used as sleeping rooms, remodels below the 25 percent valuation threshold, and any site inside the AICUZ study area but below the 65 dB DNL contour are exempt under (E)(3)(d).

Where the standard does apply, the property owner must sign a noise disclosure statement before a building permit issues and record it against the property title under (E)(3)(e), putting future owners on notice that the parcel sits inside the 65 Ldn contour. 20 LMC, though any substantial alteration triggers the same acoustical performance standards.
