Amplified music rules in Alameda, CA โ also called sound permit, PA system, or live music ordinances โ set decibel limits, time-of-day restrictions, and when permits are required.
City of Alameda Municipal Code Section 4-10.5 prohibits operating any radio, television, phonograph, musical instrument, or similar device so as to create a noise disturbance. Music and speech noise are treated more strictly: the applicable dB(A) limits are reduced by 5 dB(A) for noise consisting primarily of speech or music.
Amplified and reproduced sound is regulated under the City's Noise Regulations, AMC Section 4-10. Section 4-10.5 makes it a violation to operate or play, for noncommercial purposes, any radio, television set, phonograph, drum, musical instrument, or similar device in a manner that creates a noise disturbance. Importantly, Section 4-10.4 requires each exterior dB(A) standard in Tables I and II to be reduced by 5 dB(A) for simple tone noises, recurring impulsive noises, and "noises consisting primarily of speech or music" - so amplified music must meet a tighter limit than steady broadband noise. The base residential daytime limits range from 55 dB(A) (for 30 minutes per hour) up to 75 dB(A) (instantaneous), measured at the receiving property; subtract 5 dB(A) for music. Section 4-10.5 also separately restricts vehicle and portable radio, tape, or disc devices that are audible 50 feet away in public places. These limits are the City of Alameda's own standards under the Municipal Code, distinct from the County's Chapter 6.60.
Amplified-music violations are infractions under AMC 4-10.12, with each day a separate offense, and can be abated as a public nuisance. Complaints go to the Police Department or, for measured-level issues, the Planning or Public Works Department under 4-10.8. The 5 dB(A) music penalty makes a borderline music level easier to cite.
