Section 38-3B(2) of the Town Code targets amplified sound equipment specifically: using or operating any loudspeaker, public address system or similar device "for any purpose" is a violation if the sound creates a noise disruption across a real property boundary or inside a noise-sensitive zone, or if it is operated on a public right-of-way or public space between 10:00 p.m. the previous day and 8:00 a.m. That second clause is a flat time ban for public streets and spaces, separate from the disruption test that applies everywhere else, meaning a loudspeaker on Town property after 10:00 p.m. is barred outright regardless of volume.

The provision sits alongside § 38-3B(19), which separately bans using any sound device or apparatus for commercial or business advertising near a public street, park or place at any hour, and § 38-4, which extends that advertising ban to vehicles, trucks and even airplanes carrying sound equipment for commercial promotion. Together the sections mean an outdoor event, block party or promotional activity using amplified sound has two separate hurdles to clear in North Hempstead: it cannot disturb residential neighbors under the general noise-disruption standard of § 38-2, and if it sits on Town property, it must shut down loudspeakers by 10:00 p.m.
