Vineland, NJ Noise Ordinances: Amplified Music & Outdoor Sound (2026)

Section 469-2 of the Vineland Noise Code, as amended by Ordinance No. 2011-19 in 2011, prohibits playing, using or operating any radio, television, phonograph, jukebox, musical instrument or other device for producing or reproducing sound with a louder volume than is necessary and convenient for the hearing of the operator and voluntary listeners, or in a manner that disturbs the peace, quiet and comfort of neighboring inhabitants. The section then creates an enforcement shortcut: use of such a device between 10:00 p.m. and 7:00 a.m. that is plainly audible, as defined in Section 469-1 (detectable by unaided hearing at 25 feet, with a rhythmic bass component alone sufficient for amplified music), is prima facie evidence of a violation, so officers do not need a decibel meter reading for nighttime enforcement.

Section 469-3 carves out authorized activities, permitting a musical band or orchestra to perform in an authorized parade during a City-, community- or religious-sponsored event, and confirms that state noise control laws and regulations apply where appropriate. Section 469-8 separately prohibits any plainly audible noise that disturbs the peace, quiet and comfort of neighboring inhabitants in any public space or right-of-way, and bars noise of a character, intensity or duration detrimental to health. Section 469-9 excludes the normal operation of manufacturing, food processing or other industrial and commercial operations from the chapter entirely.

Violations of Chapter 469, per Section 469-10, are punishable under the City's General Penalty ordinance, Section 1-15: a fine of not less than $100 and not exceeding $2,000, imprisonment in the Cumberland County Jail for up to 90 days, or community service up to 90 days, with each day of continuing violation potentially charged separately.
