Vineland, NJ Noise Ordinances: Construction Hours (2026)

Section 469-5 of the Vineland Noise Code prohibits any person from operating steam shovels, tractors, excavators, pneumatic hammers, pile drivers, derricks, or steam or electric hoists, or any tools or equipment making plainly audible noise, in connection with excavation, demolition, erection, alteration, repair or other building operations within 1,000 feet of any dwelling or business property, during two windows: Monday through Saturday between 6:00 p.m. and 7:00 a.m., and all day on Sunday. The only exception is for cases of urgent necessity in the interest of public safety, and even then a permit must first be obtained from the Building Inspector.

The plainly-audible trigger for this section draws on the Section 469-1 definition used across Chapter 469: detectable by unaided hearing at 25 feet. Section 469-7 layers on a separate quiet-zone protection for public space adjacent to schools, hospitals, libraries, houses of worship, senior citizen centers or other City Council-designated areas, barring plainly audible noise that unreasonably interferes with those institutions' operation regardless of time of day. Chapter 469 exempts the normal operation of manufacturing and food-processing plants under Section 469-9, relevant given Vineland's industrial base, but that exemption does not extend to construction activity governed by Section 469-5.

Violations of Section 469-5 fall under the chapter's General Penalty provision at Section 469-10, tied to Section 1-15: a fine of not less than $100 and not exceeding $2,000, imprisonment in the Cumberland County Jail for up to 90 days, or community service for up to 90 days, with each day of continuing violation chargeable separately.
