Oldham County, KY Noise Ordinances: Barking Dogs (2026)

Oldham County Code Section 90.01 defines PUBLIC NUISANCE to include an animal that, among other things, molests passers-by, chases vehicles, damages property, attacks people or animals, trespasses, or makes noise in an excessive, continuous, or untimely manner. Section 90.08, Public Nuisance, then makes it unlawful to own or possess an animal that conducts itself in a manner that constitutes a public nuisance as defined in Section 90.01. That single cross-referenced provision is Oldham County's barking-dog rule: there is no separate decibel limit or time-of-day curfew for animal noise, and no permit process, but a dog or other animal that barks excessively, continuously, or at untimely hours can be the basis for a nuisance complaint.

Section 90.08 also treats an owner's failure to remove solid waste left by a dog on public or private ground as prima facie evidence of a public nuisance, showing the section is used broadly for neighbor-complaint animal issues. Enforcement runs through Section 90.06: the Animal Control Officer, its agents, or a complaining witness who signs an affidavit can bring a criminal complaint, and the ACO may issue a warning instead of a citation. Payment of citations goes to the ACO as an agent of the County Fiscal Court, and penalties are set under Section 90.99.
