Oldham County, KY Animal Ordinances: Pet Store Rules (2026)

Oldham County Code Section 90.13, Standards for Pet Shops, governs any pet shop as defined in Section 90.01, including a shop operated alongside another animal-holding facility. Every pet shop must keep animals clean and sanitary for their species, provide removable, securely mounted food and water containers, maintain shop temperature and ventilation at healthful levels, and use non-porous, easily disinfected cages sized so the animal can stand, turn, stretch, and lie down. Animals under three months old must be fed at least three times every 24 hours, and every animal must be fed, watered, and have its cage cleaned daily, including Sundays and holidays.

Birds need horizontal perches with room to sit, must be kept separated by size and species, and large birds must show documented point of origin under federal wildlife and agriculture rules. Section 90.13(A)(8) requires the shop to keep records of each animal's point of origin and its sale or placement, and bars housing or selling any animal that is inherently dangerous under KRS 65.877. Section 90.04 separately requires the shop itself to be licensed and inspected before opening, with the license renewed annually and revocable by the Animal Control Officer for standards violations or for blocking a lawful inspection. Failing to meet Section 90.13's standards is grounds for a citation and for revoking the shop's license under Section 90.04(B).
