Sec. 4-5 is the operative rule. It is unlawful to keep any animal within the city that howls, yells or barks, whines, crows, cackles or makes noise excessively or continuously so as to disturb the sleep, peace or quietude of any inhabitant at any time of day or night, or that interferes with the reasonable use and enjoyment of neighboring premises. The owner of the property where the animal is kept is presumed to have charge or control of it. Chapter 16, the noise chapter, carves out one exception: it is not a violation for an animal, bird or fowl to give a sound of danger or warning in accordance with its nature.
