Jackson, MS Noise Ordinances: Construction Hours (2026)

Rather than fixing a start-and-stop time for jobsite noise, Jackson's noise ordinance handles construction through its exemptions list in § 54-90. Subsection (13) removes 'construction operations for which building permits have been issued, or construction operations not requiring permits due to ownership of the project by an agency of government' from the Table A sound-pressure limits entirely, on the condition that the equipment in use has its factory mufflers and noise-reducing components installed and working. Because there is no clock built into that exemption, a permitted private construction site in Jackson is not bound by a fixed 'no work before X a.m.' rule the way some cities' codes are written.

Government roadwork is treated differently. Subsection (10) exempts 'repairs or excavations of bridges, streets or highways by or on behalf of the City of Jackson, the state or the federal government' but only 'from the hours of 7:00 p.m. and 7:00 a.m., when public welfare and convenience renders it impractical to perform the work between the hours of 7:00 a.m. and 7:00 p.m.' In other words, that provision is a permission slip for the government to work at night on public infrastructure when daytime work would be impractical, not a restriction confining private contractors to daytime hours.

Both exemptions sit inside § 54-90's larger list of 16 carve-outs from the Table A property-line decibel test established at § 54-89, and both are enforced, or waived, by the chief of police, who administers the noise article under § 54-91.
