RMC §7.25.010 sets exterior noise limits by land-use category: Residential 55 dBA day (7 a.m.–10 p.m.) / 45 dBA night (10 p.m.–7 a.m.); Office/Commercial 65 dBA; Industrial 70 dBA; Community Support 60 dBA; Public Recreation 65 dBA; Nonurban 70 dBA — all any time.
Table 7.25.010A of the Riverside Municipal Code provides the exterior noise standards measured at the property line. The framework allows cumulative-period overages: standard for >30 min/hr, +5 dBA for >15 min/hr, +10 dBA for >5 min/hr, +15 dBA for >1 min/hr, and +20 dBA never permitted. Interior limits (Table 7.30.015) — measured inside an affected dwelling at least 4 feet from the nearest wall/ceiling/floor — are 45 dBA day / 35 dBA night residential; 45 dBA for schools (in session) and hospitals. Measurements use a Type S2A sound level meter with A-weighting at slow response per §7.20.010 and §7.10.195. Pursuant to §7.23.010, the Title 7 ambient framework is harmonized with Title 24 of the California Health and Safety Code; mixed-use and infill single-family projects receive a 5-dBA interior bump (§§7.23.020–.030).
Per §7.15.005, Code Enforcement or RPD investigate and may charge misdemeanor or infraction; each day is a separate offense. Property owners may also seek a variance under §7.40.010 (one-year max, requires hardship findings and 300-foot mailed notice).
