Perris regulates industrial noise both through the general dBA limits of Perris Municipal Code Chapter 7.34 and through zoning performance standards in section 19.44.070, which require any industrial use that may generate noise in the 7:00 p.m.-7:00 a.m. evening window to submit a noise assessment and mitigation plan. Off-site vibration is prohibited.
Industrial and warehouse/distribution operations in Perris are subject to two layers of city regulation. First, the general noise limits of Chapter 7.34 apply citywide, capping noise at the property line per section 7.34.040. Second, the zoning code's Industrial Zones chapter sets performance standards in section 19.44.070: subsection (b) requires that noise generated on-site be controlled to be compatible with surrounding land uses, and that any proposed use which may generate noise during evening hours (defined as 7:00 p.m. to 7:00 a.m.) must submit a detailed noise assessment and plan addressing and mitigating potential noise impacts. The same section requires that on-site vibrations not be detectable off-site (with a vibration assessment required if they might be), and addresses electrical disturbance, odors, dust and airborne pollutants. These standards are applied through the development-review process for new and expanded industrial uses, including the very large warehouse/distribution centers (500,000 square feet and larger) that the chapter separately calls out for design standards. Because Perris is incorporated, section 19.44.070 and Chapter 7.34 govern industrial noise inside the city; Riverside County standards apply only to unincorporated industrial areas.
Industrial noise exceeding Chapter 7.34 limits or violating a project's 19.44.070 mitigation conditions is enforced by City of Perris Code Enforcement and the Planning/Development Services Department through conditions of approval, citations, and nuisance abatement.
