Eden Prairie, MN Noise Ordinances: Leaf Blower Rules (2026)

Section 9.41, Subdivision 3.A of the Eden Prairie City Code restricts when residential power equipment may run in the City's Rural, R1 and RM zoning districts. The list is specific, power lawn mowers, power hedge clippers, chain saws, mulchers, garden tillers, edgers and drills, but it closes with a catchall for other similar domestic power maintenance equipment, and a gas or electric leaf blower falls squarely within that catchall since it performs the same kind of yard maintenance function as the listed tools. Covered equipment may run between 7:00 a.m. and 10:00 p.m., every day of the week, Monday through Sunday, with one built-in carve out: snow removal equipment is exempt from the hourly limit entirely, so a snow blower can run outside that window when winter weather demands it.

The subdivision applies only in the Rural, R1 and RM districts, the City's lower-density residential zones, rather than citywide, and it sits alongside a separate hourly limit in Subdivision 3.B for construction machinery, which runs on its own distinct schedule rather than this yard-equipment window. A leaf blower run before 7:00 a.m. or after 10:00 p.m. in a covered district violates Subdivision 3.A regardless of how quiet the operator believes the machine to be, since the rule is a fixed clock-time restriction rather than a decibel test.

Section 9.41 sets no separate fine for this subdivision, so the citywide default in Section 1.03 applies: a petty misdemeanor, with repeat early morning or late night use supporting repeat citations.
