Eden Prairie, MN Noise Ordinances: Decibel Limits (2026)

Eden Prairie's noise ordinance divides the day into a daytime period, 7:00 a.m. to 10:00 p.m., and a nighttime period, 10:00 p.m. to 7:00 a.m., under City Code § 9.41, Subdivision 3. Subdivision 4's Table I then sets the ceiling for each receiving land use: Residential districts may not exceed 65 dBA on the L10 scale or 60 dBA on the L50 scale during the day, falling to 55/50 at night. Commercial, Office and Public land is allowed 70 dBA L10 and 65 dBA L50 at all hours, and Industrial land 80/75 around the clock.

L10 is the level exceeded ten percent of a one-hour period and L50 the level exceeded half the time, both measured with an ANSI S1.4 sound meter under Subdivision 1's definitions. The limit is checked at or within the property line of the land actually receiving the noise, and when two zoning categories abut, the stricter district's number governs the shared boundary. The City Manager or a designee administers the program under Subdivision 7, and may bring in the Minnesota Pollution Control Agency or a private testing firm to measure a suspected violation.

Government-sponsored events such as Fourth of July fireworks, City concerts in parks, licensed carnivals and parades are exempt under Subdivision 6.B, as is emergency work to restore a public service. Anyone regulated by the ordinance may apply to the City Manager for a variance under Subdivision 8 by describing the noise source, its timing and the hardship a variance would relieve. Enforcement runs through written notice ordering the owner or occupant to correct the violation within a stated time; missing that deadline is itself a separate violation, enforceable by injunction, abatement or other civil remedy in addition to the misdemeanor penalty in City Code § 9.99.
