Because the exemption is tied to the clock, the key compliance point for leaf blowers is timing rather than a specific decibel reading. Enforcement is handled by the Department of Planning and Environmental Services (Sec. 22-207).
Using a leaf blower or other outdoor power equipment outside the permitted hours is a violation of Sec. 22-205(7), punishable under Sec. 1-13 by a fine not exceeding $500.00 where no other penalty is fixed, with each day a separate offense. Daytime use that nonetheless unreasonably disturbs neighbors can also be cited under the article's nuisance standard.
