Smyrna, GA Noise Ordinances: Leaf Blower Rules (2026)

Smyrna has no leaf-blower section. The words leaf blower do not appear in the code, and nothing separates gas from electric blowers or sets a decibel cap for a single machine. The rule that reaches a blower is item c of the exemption list in Section 46-1(c)(2), which exempts noise from landscape and yard equipment when operated between 7:00 a.m. and 9:00 p.m. on weekdays and between 8:00 a.m. and 9:00 p.m. on weekends and legal holidays, provided all motorized equipment are equipped with functioning mufflers.

The hours split by day type. A weekday, as Section 46-1(a) defines it, is any day Monday through Friday that is not a legal holiday. Weekends, which include Sunday, and legal holidays start an hour later, at 8:00 a.m. The legal holidays recognized by Smyrna are New Year's Day, Martin Luther King, Jr. Day, Good Friday, Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, Day after Thanksgiving, and Christmas Day. All of them take the 8:00 a.m. start.

The muffler condition applies to motorized equipment. Section 46-1(a) defines a muffler as a sound-dissipative device or system for attenuating the sound of escaping gases of an internal combustion engine. Equipment without a functioning muffler falls outside the exemption for the whole day, so the operator is measured against Table 1 even inside the hours.

This is an exemption from the Table 1 limits, not a ban. Because it is stated only for operation inside the windows, yard equipment run outside them is measured against the Table 1 limits in Section 46-1(c)(1): 65 from 7:00 am to 11:00 pm and 60 from 11:01 pm to 6:59 am for a residential source heard at a residential receptor, measured at 40 feet or the property line, whichever is greater. A sound over the limit is a noise disturbance. Enforcement is by ordinance citation under Section 46-1(d), with Section 1-8 penalties and separate daily violations for a continuing violation.
