Subsection (c)(3) adds that yelling, shouting, hooting, whistling or singing on public streets in a way that disturbs nearby people is also prohibited. There is no decibel cap and no fixed cutoff time, so an outdoor concert, patio band or street performance is assessed on whether it unreasonably disturbs the comfort or repose of others. The code exempts the reasonable use of amplifiers or loudspeakers during noncommercial public addresses. Event organizers should also confirm whether a special-event or business approval imposes additional sound conditions.
