Avondale's code has no numeric industrial-noise standard, but Section 15-11 reaches industrial sound through provisions on engine exhaust, stationary boiler whistles, and loading and unloading. Such noise is unlawful when it is unreasonably loud and disturbing.
Avondale does not maintain a separate industrial-noise chapter with property-line decibel limits. Industrial and commercial noise is instead captured by the general ordinance, Section 15-11, and several of its enumerated acts apply directly to industrial operations. Subsection (c)(6) addresses 'the blowing of any steam whistle attached to any stationary boiler' except to signal the start or stop of work or to warn of fire or danger. Subsection (c)(7) requires that the exhaust of 'any steam engine, stationary internal combustion engine, motor vehicles or motorboat engine' be discharged through 'a muffler or other device which will effectively prevent loud or explosive noises.' Subsection (c)(9) covers 'the creation of loud and excessive noise in connection with loading or unloading any vehicle or the opening and destruction of bales, boxes, crates and containers,' which is common at warehouses and distribution facilities. All of these are evaluated against the overarching prohibition on unreasonably loud, disturbing and unnecessary noise. Land-use compatibility and buffering between industrial and residential zones are handled separately through Avondale's zoning ordinance rather than the noise section.
Industrial noise that is unreasonably loud or that violates the specific provisions on exhaust, boiler whistles or loading operations is a misdemeanor under Section 15-11. Zoning rules govern land-use separation.
