Cicero, IL Noise Ordinances: Quiet Hours (2026)

The Town of Cicero's general noise ordinance layers two nighttime windows into Sec. 38-27. Subsection (11) bars playing a radio, phonograph, musical instrument or music from any source, particularly between 11:00 p.m. and 7:00 a.m., in a manner that disturbs the quiet, comfort or repose of people in a dwelling, hotel or residence. Subsection (13), the 'Outside noise' clause, goes further for anything outside a residence, including in a yard, garage or shed: it bars making, causing or permitting any unreasonable noise or playing music between 9:00 p.m. and 8:00 a.m., though it carves out town-sponsored events, government-hosted events, and events the town has approved.

Both provisions are declared violations of Sec. 38-26, the umbrella unreasonable-noise prohibition, which sets a minimum fine of $50.00 and a maximum fine of $250.00 per violation. A separate, older mechanism in Division 2 of the same article lets a resident apply to the commissioner of public health for a 'temporary zone of quiet' around a home where someone is dangerously ill; approved zones extend up to 250 feet from the premises for up to 14 days, cost a $10.00 investigation fee, and are marked with posted signage, with any disturbance inside the zone declared a nuisance under Sec. 38-58.
