West Covina enforces quiet hours from 10 PM to 7 AM under Municipal Code Section 15-94. During these hours, any loud, unnecessary, or unusual noise in residential zones that disturbs the peace is unlawful. Gasoline-powered equipment is prohibited from 8 PM to 8 AM.
West Covina Municipal Code Section 15-94 establishes that between the hours of 10:00 PM on one day and 7:00 AM of the following day, it is unlawful for any person within a residential zone to create noise that disturbs the peace and quiet of the neighborhood. Section 15-95 adds a stricter curfew for gasoline-powered two-stroke and four-stroke engines (leaf blowers, lawn mowers, edgers, chain saws, roto-tillers): these may not be operated between 8:00 PM and 8:00 AM within residential zones or within a radius of 500 feet from residential property. The noise ordinance applies to both residential occupants and visitors. The West Covina Police Department responds to after-hours noise complaints.
