Arcadia, CA Noise Ordinances: Vehicle Noise (2026)

Arcadia Municipal Code § 4630.1, titled "Noise. Motorcycle, Motor-Driven Cycle, or Motor Scooter," is the City's vehicle-noise rule. It bars any person from operating a motorcycle, motor-driven cycle or motor scooter on residential property, and it also bars a property owner or occupant from permitting that operation on property under his control. The single exception is the trip in or out: operation in the course of driving the vehicle directly onto or off of the property.

The section closes two gaps in its own text. It says it does not permit the operation of a motor vehicle on any unimproved property in violation of the Zoning Ordinance. It also says motor vehicles operated on the street are regulated by the Vehicle Code and are excluded from the section. That means engine, muffler and stereo noise from a car or motorcycle on a public street is a state Vehicle Code matter, not an Arcadia Municipal Code § 4630.1 violation. The code as staged for this record contains no separate local rule on car stereos, engine brakes or street-vehicle mufflers. The only muffler provision, § 3624, requires helicopters that use heliport or helistop facilities in the City to carry an effective noise suppressor.

Two neighboring provisions still reach vehicles on private property. Section 4630 makes it unlawful to willfully make or continue any loud, unnecessary and unusual noise that disturbs the peace or quiet of a neighborhood or causes discomfort or annoyance to area residents. The standards it lists include the level and nature of the noise, the nature and density of the area, the time of day or night, the duration, and whether the source is commercial or noncommercial. A car stereo played from a driveway is sound amplifying equipment under § 4610.1(l) only if it fits the definition of a device for amplification of music, and where it does, § 4610.3(a) limits it to 55 dBA by day and 50 dBA at night in residential zones, measured at the receiving property.

Section 4410 separately keeps vehicles out of city parks between 10:00 p.m. and 7:00 a.m., and § 4422.2 prohibits motorized gocarts, motor scooters, motor bikes and motorcycles in Wilderness Park at any time.
