608 prohibits playing, using, or operating a sound amplifier, radio, or phonograph with a loudspeaker, or any similar instrument that emits loud and raucous noises, when it is attached to a vehicle operated or parked on a public street, alley, or public place. 601, which treats any loud, unnecessary, or unusual noise that disturbs the peace of a neighborhood or annoys a reasonable person as a nuisance, weighing the time of day, number of people affected, and whether ordinary urban noise is expected for the area.

603 applies those same hours to sound amplifiers generally. 16, bars sounding a vehicle horn except to give a timely warning of danger, and separately bars any horn or warning device that emits an unreasonably loud or harsh sound or continues for an unreasonable time. 605 ties any violation of the City's decibel standards in the General Plan and Development Code to nuisance status as well, unless a special permit allows a temporary exceedance. The Police Department and code enforcement staff can act on a vehicle-noise complaint under any of these overlapping sections depending on the source of the sound.
