Guilford County Code Sec. 11-8 bans loud car stereos, blaring horns, screeching tires and defective exhaust. A vehicle sound system is presumed illegal if audible or felt 30 feet or more away, and exhaust must pass through a muffler that prevents unnecessary noise.
Sec. 11-8(b) enumerates several vehicle noises: sounding a horn or signal device longer than reasonable except as a danger signal (b)(1); playing a vehicle sound system on a street, parking lot or residence in an unreasonably loud manner, presumed a violation if audible or its vibration felt 30 feet or more away (b)(3); operating a vehicle so as to create grating, grinding, rattling or tire screeching (b)(5); and discharging engine exhaust except through a muffler that prevents unnecessary noise (b)(7). These apply in unincorporated Guilford County; state motor-vehicle law also governs exhaust equipment.
Sheriff or designee may warn, then impose Sec. 11-8 civil penalties of $200/$400/$500 for repeat offenses within a year; Class 3 misdemeanor also possible.
