Norwalk, CT Noise Ordinances: Vehicle Noise (2026)

Norwalk Code § 68-7 folds state vehicle-noise regulation directly into the city's own noise ordinance. Subsection A provides that all motor vehicles and recreational vehicles operated within Norwalk's limits are subject to the noise standards and decibel levels set forth in Sections 14-80a-1a through 14-80a-10a of the Regulations of Connecticut State Agencies, as amended from time to time, rather than a separate locally drafted decibel table for moving vehicles. Subsection B then adds a distinct local rule for sound equipment: no sound-amplifying devices or equipment on or within a motor vehicle or recreational vehicle, meaning car stereos and similar systems, may emit noise in excess of the decibel levels specified elsewhere in Chapter 68.

Subsection C assigns enforcement of motor vehicle noise specifically to the Noise Control Administrator, the same official who handles the rest of the chapter's inspections and measurements under § 68-9. This structure means a loud exhaust or engine is measured against the state DMV noise regulations incorporated by reference, while a loud car stereo is measured against Norwalk's own Table 1 decibel limits in § 68-5, giving the ordinance two separate yardsticks depending on the noise source. The chapter's horn provision in § 68-6B(1) separately bars sounding a vehicle horn except as a warning to prevent or avoid a traffic accident.
