Palatine, IL Noise Ordinances: Vehicle Noise (2026)

Village Code § 28-11 bars operating a vehicle that makes unusually loud or unnecessary noise on any street in Palatine, a rule the Palatine Police Department applies to modified exhausts, revving engines, and aftermarket sound systems audible off the vehicle. Section 28-17 requires every motor vehicle operated on a village street to carry a muffler in efficient actual working condition and expressly prohibits the use of a cutout, the valve some drivers install to route exhaust around the muffler for a louder sound. Neither section sets a decibel threshold; officers cite based on whether the noise is unusually loud or unnecessary for the conditions, and whether the muffler is functioning and uncut.

Because Chapter 28 does not set a specific fine for either section, both fall under the chapter's general penalty, Section 28-32: a fine of not less than $25.00 nor more than $750.00, exclusive of court costs, for each violation. Section 1-8 of the general Code adds that a continuing violation, such as driving daily with a disabled muffler, can be charged as a separate offense for each day it continues. Citations under §§ 28-11 and 28-17 are issued by Palatine police officers in the field, typically during a traffic stop, and are heard through the village's ordinance violation process rather than as a moving-violation point assessment.
