Syracuse, NY Noise Ordinances: Vehicle Noise (2026)

Section 40-9 targets mechanical vehicle noise: no person may operate or permit the operation of a motor vehicle in a manner, state of disrepair, or loading condition that creates loud and unnecessary grating, grinding, rattling or other noise. This covers worn exhausts, loose loads and mechanical defects that generate excess sound while a vehicle is driven. Section 40-17 separately bars squealing tires: no person may operate a motor vehicle so as to cause unnecessary noise by spinning or squealing its tires, a rule aimed at aggressive acceleration and burnouts rather than mechanical defects.

Both sections sit in Article II of Chapter 40 alongside the exhaust rule in Section 40-11, which independently bars discharging engine, turbine or steam-engine exhaust into the open air so as to create unnecessary noise. None of these three vehicle-noise sections carries a decibel meter standard or a time-of-day limit; they apply around the clock and are judged against the chapter's 'unnecessary noise' definition in Section 40-3(u), which weighs intensity, whether the noise is usual or unusual, proximity to sleeping areas, time of day, and duration. The Police Department, acting as administrator under Section 40-3(a), enforces the sections and can order repair of the offending vehicle equipment under Section 40-19.
