El Monte, CA Outdoor Cooking: Smoker Rules (2026)

Section 12.48.050 of the El Monte Municipal Code lists the activities barred in every city park or recreational facility, defined in Section 12.48.020 to include Tony Arceo Memorial Park, Fletcher Park, Rio Vista Veterans Memorial Park, Lambert Park, Zamora Park, Mountain View Park, Baldwin Avenue Mini Park, the El Monte Aquatics Center, the El Monte Historical Museum, Lashbrook Park, Gibson Mariposa Park and any other city-owned or leased recreational property. Subsection I bars cooking or preparing food with a portable barbecue device unless it's a BBQ the city itself has provided at that location, meaning a visitor's own charcoal or propane grill cannot come into a park at all; only the fixed or city-supplied units already on site are lawful. Subsection J goes further and bans creating, starting or using an open fire outright, with no city-provided exception; there is no permit path around either restriction in this chapter.

The same section pairs the cooking ban with a broader list of park conduct rules: no firearms, fireworks or slingshots (subsection B), no unauthorized commercial solicitation (subsection H), no camping (subsection P), and no smoking or vaping of tobacco or marijuana products (subsection Q). All are enforced together as park violations. Under Section 12.48.080, any violation of Chapter 12.48, including using a personal BBQ or lighting an open fire, is a misdemeanor punishable by fine, imprisonment, or both, though the city may instead pursue it as an administrative citation under Chapter 1.18 (Administrative Citations).
