Paragraph J bars creating, starting or using an open fire. Together they rule out a personal charcoal grill, propane grill, smoker or fire pit at the named venues: Paramount Park, Progress Park, All-American Park, Spane Park, Dills Park, Salud Park, Garfield Park, Village Park, Meadows Park, Carosmith Park, Pequeno Park, the City Orange Splash Pad and any other property that meets the park definition, including the Civic Center and Orange/Cortland Gardens.

The same section bars firing or possessing fireworks, firecrackers and rockets in a park, prohibits portable generators unless a jumper or similar inflatable permit or City need for power applies, and extends a no-smoking rule for tobacco and cannabis across the whole campus of a park, including parking lots and walkways. The Los Angeles County Fire Department is the Fire Department named in the chapter. Authorized City employees, including Los Angeles County Deputy Sheriffs and Code Enforcement Officers, enforce the chapter, and under Section 9.32.050 a violator becomes a trespasser ab initio who a Deputy Sheriff can eject. These provisions apply inside parks; they are not a citywide smoker rule.

Under Section 9.32.270, a violation of the park chapter is an infraction fined under Government Code Section 36900. It is a misdemeanor with a fine of not more than $1,000.00 and/or imprisonment of not more than six months if the violation was willful, continues after notice, repeats within two years, or the provision itself calls it a misdemeanor. Administrative citations under Chapter 1.08 are available, and each day is a separate offense.
