090(D), the general lighting standard that applies to every illuminated sign in the city including any billboard or off-site advertising structure, sets a single numeric ceiling: illumination cannot exceed 10 candlepower measured 10 feet from the sign's base. LED signage gets the identical 10-candlepower/10-foot limit spelled out separately in subsection (D)(6), closing off any argument that newer LED fixtures are exempt from the older incandescent-era standard. Beyond the brightness cap, the section bans blinking, flashing, or fluttering lights, or any device that changes brightness, color, or intensity, and it bars colored lights that could be confused with a traffic signal.

090(E) requires every light source on an illuminated sign to be shielded so it is visible only through a reflecting or diffusing surface, with neon tubing the sole exemption. Illuminated freestanding signs also carry a locational buffer: they cannot be placed within 50 feet of an adjacent residential property, on top of the general rule that lighting cannot create a hazardous glare for pedestrians or vehicles on any public street or private premises. Fixtures are additionally expected to use energy-efficient light sources 'to the greatest extent possible,' though that clause is aspirational rather than a hard numeric standard.
