5) foot-candle, the overlap between pedestrian light patterns cannot exceed seven feet, and lighting intensity within an area required to be lit cannot exceed seven foot-candles. Subsection (C), titled Shielded lighting, backs this numeric cap with a visibility test: light sources, whether bulb or tube, must be shielded to direct light rays onto the subject parcel only, and the bulb or tube itself cannot be directly visible from an adjacent property or a public street right-of-way.
