Oceanside classifies billboard illumination as Class I lighting under Section 39.4(b), the same category as outdoor sales areas, equipment yards and recreational facilities where color rendition matters. Section 39.8(b) sets the baseline curfew for all Class I lighting: fixtures must be off between 11:00 p.m. and sunrise. Section 39.8(b)(2) carves out a specific exception for billboards, allowing them to remain illuminated until midnight, an hour past the general cutoff and separate from the exception for on-premise advertising signs, which may stay lit only while the business is open.

Section 39.6(a)'s lamp table applies to billboards as Class I fixtures: low pressure sodium lamps are permitted, and other lamp types are permitted regardless of lumen output, unlike Class II lighting where anything above 4,050 lumens is prohibited. Section 39.6(b) still requires that permitted fixtures be fully shielded where feasible, partially shielded otherwise, and focused to minimize light directed into the night sky.
