Parsippany-Troy Hills, NJ Outdoor Lighting: Billboard Lighting (2026)

Off-premises signs, the code's term for billboards and outdoor advertising, are regulated in the Parsippany-Troy Hills Township Code by § 430-186E, which lists them among the permitted uses in the O-2 Zoning District only. Subsection (11), Lighting, requires the lighting to be designed to minimize impacts to the surrounding area, no greater than the minimum lighting levels published by the Illuminating Engineering Society of North America (IESNA). The lighting must be shielded to the maximum extent practical to shield glare from the sign and must be top-mounted to reduce light pollution. Off-premises signs shall not be internally illuminated, which rules out backlit box faces.

Subsection (9) covers the sign's configuration. It cannot contain any pop outs or digitally animated messages, or any of the prohibitions noted in § 430-283. Those prohibitions include rotating or moving signs and signs using words or symbols meant to simulate a public safety warning or traffic sign.

In the POD Planned Office District, § 430-151E lists off-premises signs as a permitted use subject to the regulations of § 430-186E, with one change: no more than one face of an off-premises sign can be a light-emitting diode (LED) sign.

The same subsection sets the physical envelope. The sign needs lot frontage along a freeway, and only one off-premises sign can sit on a lot. Setback is at least 20 feet from any property line, right-of-way line, or structure, and no more than 60 feet from the freeway right-of-way line. The sign stays at least 100 feet from a residential lot line or residentially zoned lot. Maximum sign face area is 672 square feet and maximum height is 45 feet. Site plan review under subsection (12) requires visual representations for the Board, such as sealed diagrams or computer-generated simulations showing sight lines, views and buffering from all adjoining properties.
