LA County's Rural Outdoor Lighting District (ROLD) ordinance, effective 2012, restricts outdoor lighting in rural unincorporated areas to reduce light pollution. The ROLD covers communities in the Santa Monica Mountains, northern LA County, and other rural areas. Requirements include full shielding (no upward light emission), color temperature limits (warm white preferred, below 3000K), and maximum lumen output per fixture. New construction and major renovations in ROLD areas must submit a lighting plan. The ordinance protects the Mt. Wilson Observatory and dark sky resources for the Griffith Observatory.
Non-compliant lighting in ROLD areas must be corrected within 30 days of notice. Failure to comply results in fines of $100-$500 per fixture per day. New construction permits will not be issued without a compliant lighting plan. The Department of Regional Planning enforces ROLD requirements during plan review and through field inspections.
