Titusville, Florida (Brevard County) sets site lighting standards in Land Development Regulations Division 5, Chapter 30, intended to allow lighting for parking lots, secured areas, walkways and site features while protecting neighboring properties from intrusive light. Sec. 30-192(a) requires that all freestanding and building-mounted light fixtures be down-lit, and Sec. 30-192(c) caps any freestanding light fixture at forty feet in height. Sec. 30-193(a) adds a shielding-adjacent requirement: light timers or cutoff switches are required for all outdoor non-security lighting fixtures, so decorative and site lighting cannot burn all night without a control.

Low-voltage, low-intensity walkway lighting such as bollard fixtures is exempt from the down-lit requirement under Sec. 30-193(b). The City encourages low power consumption fixtures such as LED and waives site lighting permit fees as an incentive for developments that use them, per Sec. 30-193(c), though other site and building fees still apply. These are development-review standards enforced at site plan and permit review, so noncompliant lighting is generally corrected through the permitting process rather than after-the-fact citations for existing single-family homes.
