Plainfield, NJ Outdoor Lighting: Light Trespass & Shielding (2026)

Section 17:11-12 of the Plainfield Municipal Code, in Article XI on site plan and subdivision design and performance standards, sets the lighting rules for development in the City of Plainfield. The general requirement is that lighting be designed to avoid hazards to motorists and pedestrians or nuisance to adjoining property owners or residents. Lighting levels, lamp color and fixture type stay consistent throughout the parcel, and exterior lighting that is not building mounted is supplied by underground cabling.

The off-premises effects rule carries the trespass standard. Any other outdoor lighting, including building and sidewalk illumination, driveways with no adjacent parking, sign lighting and ornamental lighting, is shown on the lighting plan in enough detail to judge effects on adjacent properties, traffic safety and overhead sky glow. No light shall shine into building windows, nor onto streets and driveways so as to interfere with or distract driver vision. Intensity, shielding and similar characteristics are subject to site plan approval. Wall mounted fixtures are only permitted if directed into a site and not positioned towards neighboring properties or public streets.

Fixture rules reinforce this. Street lighting uses nonglare lights focused downward. High-pressure sodium lighting attached to buildings or lighting building exteriors is prohibited. A detached accessory building for wireless equipment must use building-mounted, motion-sensitive lighting focused downward to reduce glare on adjacent properties (§ 17:9-54C).

Sign lighting has its own neighbor protections in § 17:9-51C.10. A sign on a lot adjacent to a residential lot cannot permit light to shine into or onto adjacent or upper-story residential uses or cause a nuisance. An illuminated sign adjacent to or across the street from a residential district and visible from it stays dark between 11:00 p.m. and 7:00 a.m. unless the use is open for business, and neon signs are not illuminated after 9:00 p.m. Sign light sources must be completely shielded from the view of vehicular traffic.
