In Anderson it is unlawful to allow an abandoned, inoperable, or unlicensed vehicle on your property (unless inside a building). Vehicles left on public streets in violation of the code, wrecked, or on a police hold are declared a public nuisance and may be impounded.
On private property, Code § 94.31 makes it unlawful for an owner or occupant to allow any abandoned, inoperable, or unacceptable vehicle to sit on the premises unless wholly within a building. Under § 94.30, a vehicle is INOPERABLE if it cannot be started and driven (or a trailer cannot be pulled), or if it lacks a current valid license plate and registration — unless kept in a garage or building. Junk yards and licensed repair garages in properly zoned locations are exempt. On public streets, § 92.03 declares wrecked, stolen, police-hold, or code-violating vehicles a public nuisance subject to impoundment. Indiana's abandoned-vehicle statute, IC 9-22, backs local removal.
Violating § 94.31 draws a fine of $75 to $500; failure to correct after a 10-day notice raises it to $150-$500, and to $300-$1,000 after 20 days (§ 94.99).
