Pico Rivera declares abandoned, wrecked, dismantled, or inoperative vehicles on public or private property a public nuisance and, using authority under California Vehicle Code Section 22660, empowers the city manager to abate and remove them.
The Municipal Code's abandoned-vehicles chapter, adopted under authority of California Vehicle Code Section 22660, declares that storing abandoned, wrecked, dismantled, or inoperative vehicles or parts on public or private property creates a public nuisance. The code finds such vehicles reduce property values, promote blight, invite plundering, create fire hazards, form an attractive nuisance for children, and harbor rodents. The city manager or designee enforces the chapter and may enter property to examine a vehicle and order its removal as a nuisance. Administrative and removal costs may be charged to the vehicle or property owner. On public streets, a vehicle left in one location for seventy-two or more consecutive hours may also be removed under California Vehicle Code Section 22651(k).
Keeping an abandoned, wrecked, dismantled, or inoperative vehicle on public or private property, or leaving a vehicle parked in one street location for seventy-two or more hours, subjects the vehicle to nuisance abatement, towing, and cost recovery.
