Chapter 5.56, House-Number Painters, makes it unlawful under Section 5.56.010 for anyone to place or paint a house number on a public curb without first getting a permit from the director of finance. The section also fixes the exact specifications: numbers must be painted in black on a white background measuring five inches by fifteen inches, with each digit standing four inches tall, so a homeowner cannot simply hire any painter to freehand numbers of any size or color. Section 5.56.020 adds that anyone actually doing the curb painting, whether a permittee or an employee, must carry a valid, unrevoked identification card issued by the director of finance whenever engaged in that work, showing their name and address, the permit holder's name and address, and the license's expiration date, so code enforcement or a sheriff's deputy can verify the painter's authorization on the spot.
