Pico Rivera, CA Fence Regulations: Fence Permit Requirements (2026)

Pico Rivera Municipal Code Section 17.32.190, in the subdivision improvements chapter, applies when a division of land abuts a street or highway and the subdivider relinquishes or dedicates the lots' access rights to that street. In that situation, the subdivider must install a masonry wall of at least six feet in height along the property line of every lot contiguous to the street or highway, unless those lots are instead designed to front the street and are served by a dedicated, improved alley. The section closes with a plain instruction: a building permit must be obtained for the wall's erection and construction, carried forward from prior code Section 9108.13 and Ordinance 855 of 1994.

Once that wall, or any other fence, wall or hedge, goes up anywhere in the city, it must also satisfy the citywide standards of Section 18.18.020 and Table 18.18.020.A: no more than 4.5 feet within the front setback if it does not obscure view, no more than 3.5 feet if it does, and up to 7 feet beyond the front setback, or 10 feet in industrial zones, always set back at least 10 feet from a driveway edge. Chain-link is barred within front and side street setbacks, corrugated metal or plastic is barred citywide, and razor wire, barbed wire or electrified fencing is prohibited outside of Zoning-Administrator-approved industrial security uses.

A related duty sits in Section 17.32.200: a subdivider must fence any dedicated watercourse or drainage right-of-way at least six feet high if the City Engineer finds it necessary for public safety.
