Pico Rivera, CA Fence Regulations: Material Restrictions (2026)

Section 18.18.020(C) (Materials) of the General Site Standards chapter requires fences and walls in the City of Pico Rivera to match or complement the architectural style, color, material and finish of the primary building. Permitted materials include concrete, concrete block, brick, stone, wood, and metal such as wrought iron or tube steel, vinyl, or similar products that resemble wood or masonry. Chain-link construction is prohibited within the front setback and the side street setback, and corrugated metal or plastic fencing is banned throughout the entire property, not just those setbacks.

The code separately bars any fence or wall material that creates a hazard to life, health or safety, naming razor wire, barbed wire and electrification specifically; the only exception lets the Zoning Administrator approve those hazardous materials for security purposes on industrial-zoned parcels. Where two different fence materials or finishes meet, the code requires an architectural transition such as a gap, trim, column, post or pilaster, and every fence and wall must be finished by painting, sealing or staining on all surfaces. Development other than single-family residential must also treat front- and side-street-setback fences with anti-graffiti coating and pair it with landscaping or living-wall techniques.

Community and Economic Development staff review proposed fence materials during plan check, and Chapter 17.28 design standards apply to subdivisions where they do not conflict with this section.
